Progress Tracker sync only sends earned competencies

Syncing from the Progress Tracker to the Mastery Transcript / MLR used to push requested competencies (“raised hands”) as if they were earned, which could corrupt records used for college applications.

Only earned competencies sync now. Requested work stays in the Progress Tracker until it is actually earned.
