Link one piece of evidence to many competencies

A single strong piece of work often demonstrates more than one competency. Today evidence mapping is too constrained, so students and teachers either pick one link or recreate the same evidence multiple times.

Allow one piece of evidence to map to many competencies (and one competency to many pieces of evidence), with a clear warning when a single artifact is linked to a large number of competencies.
