Bulk-assign credits to many students at once

When a new transcript cycle starts, our whole foundational credit set should already be “in progress” for every student. Today that means assigning credits one student at a time.

We need a way to pick a set of credits and apply them to many students in one action (by cohort, graduation year, or a list of student IDs), with status set to in progress.

Requested by Mindy Roth, registrar, Mastery School of Hawken. She offered to walk through the current workflow in person.
